BAWDESWELL PARISH COUNCIL- EXTRACTS OF MEETING HELD ON MONDAY 2nd DECEMBER  2002 at 7.30pm. IN  THE VILLAGE HALL
PRESENT:    Councillors Battley(Chairman),Cunliffe,Clarke,Farthing,Hind,
                      Lilwall and Smith, Mrs. Floering Blackman(CC),  Mr.J.Mallen(DC)  
                      3 Parishioners
MINUTES OF LAST MEETING:   Agreed and signed
MATTERS ARISING: 
Clerk had written to Balmforth Homes regarding the footpath through Saxon Meadows to Recreation Field which ends abruptly onto field.  Letter received from them stating ''works associated with construction of roadway and footpath carried out in accordance with details plans approved by NCC.''    Clerk to check with Breckland.
 Public Rights of Way footpath between Jotts Lane and Elsing Lane will be re-instated.
 Copy of the original document of registration for the Village Hall received from Charity Commissioners and copy had been sent to Norfolk Assoc.of Village Halls. who have replied stating that it appears PC is already responsible for Village Hall. Letter to be sent to Audit Commission confirming this and asking if in circumstances PC is able to claim back VAT for Village Hall expenses.
 Old Workhouse Bar, The Street- Clerk had written to Sarah Cawston , Environmental Health Officer at Breckland confirming that many complaints had been received about noise level and problems caused by vehicles parking in the roadway.   Sarah confirmed that she had visited area in question and will be making her comments known to planning before decision is taken on variation on PP conditions.
PRECEPT:
Clerk had circulated financial details to all Councillors before meeting.
Estimated amount required for year 2003/04     £4,225.16
Minus estimated reserves                               £1,966.64

Plus Chairman’s request for contingency         £2.000.00
fund in case of emergency

A discussion took place on which subscriptions were necessary and whether the proposed purchase of four doggie bins was necessary.   Councillor Cunliffe proposed  Precept be set at £3,500 seconded by Councillor Smith - vote taken none in favour.   It was then proposed by Councillor Hind, seconded Councillor Lilwall, Precept be set at £4,000, - vote taken 5 in favour - 2 against.
Motion was carried.

THE PARISH COUNCIL IS NOW IN RECESS UNTIL MONDAY 3rd FEBRUARY 2003 .   
MEETING WILL TAKE PLACE 7.30PM. IN THE VILLAGE HALL.
