Foxley Parish Council

Extract from minutes of the meeting held on Tuesday 15th  at 7.30  2003 at the village hall.

Apologies: None
Present: Mr. J. Harvey (Chairman) Mr. N. Mears (Vice-Chairman) Mrs. R. Waller   Mrs. Slattery, Mr. G. Bambridge  (District Councilor)     11 parishioners.
Minutes:  The minutes of the last meeting on Tuesday  May 13th 2003 had been previously circulated and were accepted and signed as a true record of the proceedings.
Matters Arising:  Bus Shelter    Further investigation is being carried out.
20mph speed limit.  Signing is clear at West Foxley but a sign is needed for Chapel Rd. in East Foxley 
 Sewer in the The Street.  A communication had been received from Anglia Water to say that part of the sewer would be replaced & part repaired. It is hoped that work will be done during the summer. Residents affected will be notified before work commences. 
Correspondence:  Norfolk Constabulary Timetable for visits of mobile station  July – September 2002 - Thursday July 17th, Thursday August 14th, Thursday September 11th
Recruitment is taking place for of  Special Constables - contact   01953 423 823.
NCC   Route Hierarchy  - Signing Review - Map of designated routes in the area showing signing   Comments welcomed.

Planning Applications:  Mr. & Mrs. Egmore   Church View The Street Single storey front extension.  Council made no objection
Mr & Mrs P Howell c/o Tower Farm Bintree Land at West Foxley  -  erection of one dwelling.  Council objected on the grounds that the plot is outside the Settlement Boundary. The application is due to be heard on 21st July by the Development Control Committee at Jubilee Suite The Guildhall Dereham.
Finance:  The Insurance Policy has been reduced from £ 404 to £ 397.81 because of overcharging for contents.
The 2002-2003 Audit is due in October. The Chairman will appoint an Internal Auditor.  The new system with the District Auditors has resulted in a saving of approx £200.
Sewage in West Foxley An appraisal is being conducted for First Time Sewerage
 ( Section A Water industry Act 1991)
Residents affected have received questionnaires. The Chairman strongly urged everyone to return these, as it is important to demonstrate the urgent need for a sewerage system.
 
 



 
 
 
 
 
 
 
 
 
 
 
 
 
 

 

Village Action Plan
The appraisal forms have been analyzed and the report and action plan will be delivered to every household shortly. The Vice-Chairman thanked all the committee for their hard work and in particular John Driver who had been the guiding force. He also thanked Gill Hazelwood at Breckland for her valuable support & advice, Jenny for her work on the computer and everyone who had taken time to contribute. Action has already begun in some areas and it will be essential in securing grants for further action.

AOB
a) The notice boards have been repaired. The Council is very grateful to Ron Mercer who very generously donated his time free of charge.
b) Mr. Walton said his son still had to cross the A1067 at the dangerous bend. The coach had been requested to go via the Old Fakenham Rd. but had reverted to the old route. The Clerk will contact the Educational Authority again and make them aware, as the bus routes are their responsibility.
c) Mr. Walton asked if the Council had received notification of the work on the gas pipe? The Council had received no communication but farmers whose land had been affected were contacted.
