FOXLEY PARISH COUNCIL - Draft extracts from the meeting on Monday  23 February 2004 at 7.30 in St Thomas’ Church.

Present: Mr Harvey (Chairman), Mr Mears (Vice Chairman), Mrs Waller, Mrs Slattery, Mr Bambridge (DC), and 8 parishioners.

The minutes of the last meeting were accepted and signed.

The Open Forum for parishioners was held first to discuss the offer by Mr Davis regarding the sites of new social housing and recreation area. There was constructive discussion for 40 minutes but since more parishioners were not present, the Chairman decided to hold an Extraordinary Meeting of the Parish Council and to invite ALL parishioners to come and put their views before a final decision could be made. Notices and a piece in the Reeves Tale would ask for support.

Matters arising: a) The 20 mph Repeater sign is up in Chapel Rd.
b) 2 councillors and the clerk met with Breckland Planners and other representatives from local councils. It was interesting to meet them and to tour their offices. They promised to try and deal with problems that arise and explained that all refusals of permission do have the reasons on them as to why they were refused. There is a new strategy in the pipeline for April/ May and the Council will have to go through all proposals very carefully.
c) The danger re Tetra masts are reported to be not as great as originally thought. We still await a report from Mrs Floering Blackman who was unable to be with us.

Correspondence:
Lists of correspondence were prepared and items placed in a folder for circulation.

Planning Applications:
Mann - Planning permission was received..
Whybrow Planning permission was not given.
Norfolk Wildlife Trust - permission granted for a storage facility.
Staples & Heselden -Planning permission was granted for the extension.
Norfolk Wildlife Trust - All the ramifications of the incursion into Foxley Wood over  Christmas were discussed. The Parish Council obviously has a strong interest in what The Norfolk Wildlife Trust are going to do to prevent future incidents. A letter of support would be written to the NWT and a letter to our MP Mr Simpson would ask for a change in the law regarding the SSI.

Finance: The financial report was approved. Two cheques for payment were approved.

Sewage: The clearing work which was postponed in January will be carried out from 23 Feb.04.
Bus Shelter would be applied for in current round of grants in March 2004.
Date of the next meeting:  1. An Extraordinary Meeting to be held on April 22 in the Hall at 7.30 to urgently discuss the shape of the future village and the possibility of a recreation area.  2. Wednesday 12 May   -The Annual Parish Meeting at 7.30pm followed by the Annual Parish Council Meeting, followed by a parish Council Meeting.
 



 
BAWDESWELL PARISH COUNCIL- EXTRACTS OF MEETING HELD ON TUESDAY 2nd MARCH  2004 at 7.30pm. IN  THE VILLAGE HALL
PRESENT:  Councillors Hind(Chairman), Mallen,Copeman, McColville, Swain  and Wallace.    Mr. G. Bambridge (DC).   8 Parishioners

MINUTES OF LAST MEETING:    Agreed and signed 
- The Chairman and Clerk met John Hunter, Traffic Engineer from NCC to discuss traffic problems in Bawdeswell.   Requests made for 20mph signs along The Street, outside School and around village being considered.  New signs to be put along The Street warning  'road narrows' and in Paradise Road 'pedestrians'.   30mph signs along Reepham Road to be moved to after bends, although suggestion made for 40mph sign along straight road from Reepham down to the bends then 30mph signs.   Flashing signs - no funding - PC would have to find £7,000 for each sign, although Reepham Road a possibility.  All Junctions along A1067 being reviewed in connection with recent accidents - central hatching along A1067 viable.  Deer signs requested along Reepham Road - in hand.
- Breckland will start looking at Local Plan in September - this will be fully discussed at June PC to see if Parishioners are agreeable to more houses in village in view of Govts. recent decisions.
- At May meeting Ch.Sup. Hayes will attend - all Parishioners are welcome to attend with constructive comments about Policing in area.
PROJECT SWITCH - pilot proposal for transport service in Bawdeswell, Billingford, Foxley, Bylaugh and Sparham (item on this in Reeves Tale) Views/comments requested from Parishioners.
- New salt/grit bin installed in The Street.

NEXT MEETING TUESDAY 6th APRIL 7.30pm IN THE VILLAGE HALL.  ALL PARISHIONERS ARE WELCOME.

IF ANY PARISHIONER HAS A PROBLEM IN THE VILLAGE  WITH PLANNING, TRAFFIC, VANDALS ETC. - instead of moaning and groaning come to a parish council meeting, contact any parish councillor or the clerk(contact details on next page) for information/help. The council can only act if they are kept fully informed!!!

THE ANNUAL PARISH MEETING IS ON TUESDAY 4th MAY and 
Ch. Sup. Alan Hayes will be attending to discuss policing in Bawdeswell.  All parishioners are welcome to attend and if they have any issue they wish to discuss will they please let the clerk have a note on subject matter by Friday 16th April  so that answers can be available on the night . 
Mr. Hayes will have the full recorded crime statistics for the village - it is hoped that the Community Officer will also attend.
