BAWDESWELL PARISH COUNCIL- EXTRACTS OF MEETING HELD ON TUESDAY 2nd DECEMBER  2003 at 7.30pm. IN  THE VILLAGE HALL
PRESENT:  Councillors Hind(Chairman), Mallen,Lilwall, McColville
                      Copeman and Wallace.  6 Parishioners

MINUTES OF LAST MEETING:    Agreed and signed
MATTERS ARISING:
- Vacancy for Councillor- 60 day period for co-option ends 17th February 2004.
- Breckland state that land at Reepham Road (building site) is looking unkempt but not bad enough to warrant enforcement action.  Site to be monitored .
- Hardcore slope from Saxon Meadows to Recreation field should be completed
within week.
PLANNING:
-Land fronting Dereham Road/NW of The Drift - Refusal of OPP received.
-Dale Farm Bungalow,30 Reepham Road - erection of two storey dwelling and garage - Councillors Objections are:  proposed site is on extremely dangerous piece of road and entrance/exit could cause accidents.   PA seen as 'infilling' in village which is not acceptable or suitable for location.   PC unable to comment further until proper plans are available.
- Bawdeswell Garden Centre - erection of open shed and 'Temple' - PA only received 2/12/03 - several Councillors wish to look at site and discuss plans with Mr. Underwood.   
FINANCE:
- Annual audit for year 2002/03 completed - all in order.
PRECEPT:    List of expenses for year 2004/05 circulated and after discussion Precept was set at £6,000.    This includes increase in Clerk’s salary(£1,440 to £1,632) and salary for village handyman (to carry out small repairs, check children’s play area, keep cemetery tidy, litter pick etc.-vacancy to be advertised in Reeve’s Tale after Christmas).   Other expenses included were insurance/audit fee/ground maintenance/grass cutting/village hall maintenance/subscriptions/ ROSPA inspection report/work on driveway to Hall/cutting hedge along drive.
Request from Mr. Gurney for help with Heath insurance -Councillors agreed to pay £100.

FOXLEY PARISH COUNCIL-EXTRACTS OF MEETING HELD ON WEDNESDAY 3rd DECEMBER  2003 at 7.30pm. IN  THE VILLAGE HALL
PRESENT:  Mr Harvey (Chairman), Mr Mears (Vice Chairman), Mrs Waller, Mrs Slattery, Mr Bambridge (DC), Mrs Floering Blackman (CC) and 9 parishioners.

MINUTES OF LAST MEETING:  corrected then accepted and signed.
MATTERS ARISING: The 20 mph Repeater sign still not up in Chapel Rd. Clerk to re check.
Mr Walton had solved his son’s travel problem by his own efforts and would be monitoring the situation closely. 
As there had been much speculation regarding the Police Tetra mast, Mrs Floering Blackman would check and see if there were adverse reports.
Correspondence:
The Clerk read out a letter of complaint from Mr Davis.  Mr Mears explained the chain of events. The Council utterly refuted his accusations that it was personal and pointed out that his last 4 applications had been passed. The Council was acting in the interests of the village and as they were expected to by the District Council. . Regarding his kind offer of land for a recreation area, detailed plans and proposals would be necessary.
PLANNING:
The County and District councillors explained the difficulties regarding planning and the District Council. The Chairman confirmed that he had organised a meeting on 16 January 04 for councillors with the planners. 
Mann - erection of agricultural dwelling at Chalet Poultry. It was objected to since it is outside the village guidelines, a need had to be established and there was the issue of access on a single track road.
Whybrow - erection of bungalow. It was only objected to on the grounds that it is outside the village guidelines.
FINANCE: The financial report was approved. The precept was set at £2310 for the next year.
SEWAGE: Some clearing work will be carried out in the Street in January 2004.
DOG BINS: Mr Bambridge reported that it is not a legal requirement to provide bins but it is a legal requirement that owners clear up after their dogs. The Council would listen to anyone with a serious case for bins.
Bus Shelter would be applied for in current round of grants in March 2004.
